What is a nice, relatively affordable Vegas restaurant to dress up for?

I'm going to Vegas for my 21st birthday and am looking for a nice restaurant to wear a cocktail dress to. I don't want to be overdressed so I'm looking for somewhere nice but not too expensive. Any suggestions?
